Group Discussions – Cont’d

Participants continue the group discussions and for the groups that have finished the discussions, they are required to finalize their project presentation slides. Each group will be given 15 minutes to present their group discussion results. Ms. Hasnah Gasim, Mr. Hubert J. Gijzen and other programme specialists of UNESCO Office Jakarta assist the participants to finalize their project profiles.

MC informs the procedures of the group presentation, while each spokesperson of each discussion group prepare the presentation slides.

Plenary: Presentation of Education Unit
Facilitator: Dr. Bambang Indriyanto

It is based on the procedures that we are asked to present three examples of our group projects. These three projects are already ongoing. The first project is under negotiation with the Government of Germany. The second project is on going under the negotiation with World Bank. The third project is ongoing under the cooperation with UNICEF.

These projects are hoped to report transparently; how these projects are financed and how the finance are allocated. He explains briefly the budget, the methodology of the project management; then he also gives details of the estimated budget for the projects and the strategy – how to manage and to get funding resources through networks and partnerships. Besides that, he also describes the activities both in national and sub-national levels as well as the key performance indicators.

The third project emphasizes on creative thinking to create jobs, not to find jobs; involving schools network in Indonesia though their libraries. This project also helps the illiteracy programme for young people in rural and urban areas. The existing models will be adopted to develop the projects. We hope that once its done, the project book will be a parameter for UNESCO and other parties in carrying out the projects.

Plenary: Presentation of Culture Unit

We are asked to present two project profiles from culture discussion group: Prambanan Project and conventions ratification. He gives details of the Prambanan project and how the project has been carried out. He also mentions the existing partners and the external support agencies including the Government of Kingdom of Saudi Arabia as well as the Government of India through the efforts of UNESCO; besides mentioning the general objectives of the projects. Furthermore, he explains the current condition of Prambanan temple and the risk when natural disaster happens. Mr. Junus also explains the estimated project for the next ten years and mentions that this project needs to consolidate partnerships in continuously funding the projects.

The second project is “The Promotion and Ratification on Normative Instrument (Conventions).” He mentions four potential sites in Indonesian that could be adopted as World Heritage sites. Finally, we have to also consider Indonesian law system and international law system that may not go along together, referring to the conventions.

Plenary: Presentation of Communication and Information Unit

Out of  six projects proposed by communication and information group, I will only present two prioritized projects. The project timeframe is three years. He explains further about the project activities. We will explore extrabudgetary programmes through the meeting of donor countries.

Out of eight projects, we have prepared seven projects and we have additional three projects. He scans through the presentation of ten project profiles; he explains some of the project profiles by using presentation slide and he also mentions the estimated project budgets and the key indicators. He suggests a follow-up forum to re-evaluate these programmes.

Plenary: Presentation of Science and Technology Unit

She explains the project profiles through presentation slides. Actually we have twelve projects, but then we have agreed to merge the projects into seven project profiles. She mentions the priority projects of science group. She explains the estimated budget that they will need for their projects. She also talks about the potential partners that will work together to carry out the projects.

Mr. Aman Wirakartakusumah
He gives comment; I am proud that the participants have succeeded to get involved in this workshop and come up with project profiles. Congratulations for all participants. Next is question, is this proposal meeting the international standard (quality)? How to make strategy to put the projects in order to get project funding (especially underwater cultural heritage project)? The next is suggestion, I see that we still need content development; and to create timeframe as well as to finalize the project proposal to convince the donors, also to discuss these projects with the Ministers to get advice and improvements.

Mr. Junus,
He answers the issue of underwater cultural heritage; this is not solved as it also has problem with Indonesian law. It is a national issue and it has become an international issue. We have also different perceptions in our governmental institutions towards the convention on underwater cultural heritage. This issue has to be related to Indonesian Law of the Sea.

Mr. Hubert
He answers the questions of Mr. Aman; two general comments: budget and ; the difference of budget is very extreme; some projects propose very high budget plan some are too low. Largest scale projects efforts is done through this IUCPD approach. Think about umbrella projects. We also need small budget to develop the projects. He also stresses the issue of CLCC for sustainable development. Furthermore, he also gives comments on Prambanan Project – the restoration project – to involve the community.

IUCPD Document mentions, the steering committee is the ministry of national education. I want the steering committees organize a similar workshop like this one every six months, so that we can gather together and awe can discuss the progress or the projects. The steering committee also gives the mandate to the projects team, and looks for donors to fund the projects. How we would see the practical progress through the approach of IUCPD as the umbrella document. The most important issue is two-page project profiles to send out to donors, and we can also identify the partnership possibility. I also suggest you to keep working on with your project teams to sustain the development of this workshop.

I want to forward the message of Dr. Fasli Jalal, which is to kindly submit the results of your group discussions: Mr. Suryo for science sector, Ms. Sri, Culture and CI sectors, Ms. Ratna for education sector and Ms. Hasnah for intersectoral sector. We would like to thank and congratulate for the volunteer chairperson of each working group. The steering committee will make a formal appointment for all the participants involved in this workshop. I thank you for your participation.

I welcome, honorable guests, Minister of National Education and the Director of UNESCO Office Jakarta. We thank God for being able to conduct the 1st Country Programming Document, which is agreed in the Headquarter office of UNESCO in Paris. These agreements have to be followed-up with proper Terms of Reference and the budgeting plan, so that what we have agreed together can be organized.

This joint programme has to carry out the budgeting plan and consolidate partnership with national and international organizations. I hope that this meeting can deliver a fruitful result. I thank you Mr. Hubert for supporting us so far.

First of all I would like to thank H.E Minister of National Education for organizing this meeting. We have been going through two preparatory meeting to come to this workshop. With Indonesian National Commission for UNESCO we could produce such a quality document in a very short time. It was the first ever the country programme document signed by UNESCO.

This is good to reflect three simple questions: what, why and how?  IUCPD is a plan of concrete agenda for the coming four years. Why we need IUCPD, I would like to refer to UN reform, the need of the UN to reform to deliver as one, what is it we want to achieve in a particular country; also refer to UNDAF, which is being reviewed very soon in Indonesia. This is very important development in a way UNESCO deliver the activities and actions. The ideal is to create concrete impacts and it should enhance the framework of country programme. This document is done through very consultative meetings.

What’s next, the production of this document is such a real achievement through further cooperation; we have to prioritize the Country Programme Document (2008-2011). We have to plan the budgeting for the proposed projects. This workshop is the first follow-up action, to detail further the strategy and the budget. I wish all of us to have a successful workshop and to I’m looking forward the intensive discussions in the coming two days.

Welcoming Speech and Opening of the Workshop
Prof. Dr. Bambang Sudibyo, MBA, Minister of National Education

Welcomes the honorable guests and the participants. Workshops have been organized to prepare this workshop. Joint communiqué programme that will be carried out from 2008 – 2011, includes 43 projects. This is the first programme done by UNESCO, and Indonesia is the role model – best practice of joint communiqués between UNESCO and the Member State.

We are very lucky that out of 193 Member State of UNESCO, Indonesia is the chosen country. Thus, I ask Prof. Arief Rachman to prepare this workshop immediately, as the base of our programme and every year the programme has to be clear. The key point is our commitment for us to achieve, so that in 2011, we have concrete measurement if we have succeeded.

Budgeting resources of the projects are from the National Budget, UNESCO and Donors. I hope this intersectoral cooperation can develop the ESCO sectors at all levels. Let’s thank God this early success. This IUCPD that involves at least twelve institutions, we have to make a good start. With saying Bismillahirahmanirrohim, I officially open this two-day workshop on I-UCPD.

For information, I will be attending High-Level Meeting of UNESCO in Dakar, Senegal, to evaluate how far we have gone and what we have achieved.

Brief Explanation of the Workshop Agenda and Groups Division

We will enter the most important part of this workshop. Participants will group themselves according to their sectors/clusters: education (12 programmes), science (12 programmes), culture (6 programmes), communication and information (6 programmes) and intersectoral (8 programmes). Groups will talk further about project proposal, budget, resources of the budgets and potential donors.

Mr. Fasli explains about the group discussion procedures in Indonesian then in English (for the English speaking participants, mostly representatives of UNESCO).

Each cluster then has to prioritize, which project has to be organized in every framework year.

Recommendations of Each Group and Closing Remarks

Prof. Dr. Arief Rachman leads the Forum to conduct a Plenary Session for the evaluation of the discussion sessions; he opens the forum to the participants to share their group discussion progress. He emphasizes the list of the project, priority and budget.

Mr. Bambang of Education Group
From our discussion, we look for the agreement what can be included what cannot be. We already negotiate some projects with donor states such as vocational and training education and CLCC. We also emphasize the role of UNESCO as complimentary party with the donor state fro some projects that we will be organizing further. We will drop curriculum policy, as it can be in CLCC, vocational education and some other areas.

Prof. Arief emphasize again, that each group does not need to present all of the projects but can through the projects to save the time.

Mr. Sarwoto, Communication and Information Group
We have successfully detected the projects – how far UNESCO has contributed to the activities and programmes of communication and information. We will organize donors meeting that we see the importance, as we will look for extrabudgetary programmes and activities plans. We hope that intersectoral governmental institutions can support our programmes. We detail and map the budget, how much we will need, as we have exceeded the budget given in the country programme. The question: can we propose more budget, so not only short term but also long term budget.

Prof. Arief says to Pak Sarwoto, that we will talk about the budget again; and he asks the assistance of Mr. Hubert to figure out the budget for communication and information sector. He then asks for the volunteer to present the group discussions.

Mr. Yunus, Culture Group
We come up only three focuses: Youth, World Heritage and Post Disaster and Post Conflict Areas. We hope that we can get supports from the public and also we can cooperate together with communication and information. We estimate the budget that we need from 2008-2011 is US$ 4,5000,000. But we believe with the availability of Indonesia budgeting projection, we can at least get one half of the estimation, the rest we will look for donors. We focus on the development of Prambanan Project and the community development around the world heritage. Hopefully, this can go in line with what UNESCO is currently doing.

Mr. Endang, Science Group
I see that we have some things in common – agreements – that we understand each other; what UNESCO is doing in science sector. We also believe that with UNESCO’s assistance we can enhance our programmes, science and technology resources, sustainability development and environmental issues. We short our projects from twelve items into seven items. We will also work together with education – students – in our programme of science for all. We will also work on the project of Man and the Biosphere as well as Climate Change, Capacity Building and environmental issue. We also encourage partnership to achieve the feasibility of these projects.

Mr. Ramon, Intersectoral Group
We have agreed the frameworks; and some persons will handle some programmes. We get also suggestion from the staff of the State Ministry for Youth and Sport. He mentions that out of nine projects, seven projects are already submitted.

Prof. Arief Rachman explains the procedures for tomorrow’s Plenary Sessions and suggests each group to finalize the group presentations.

Prof. Aman Wirakartakusuma; I appreciate the participants’ efforts. We have to be bale to convey the message of our Minister of National Education, on how we perceive the key indicators of tangible and intangible parts. We are increasing the feasibility of Indonesia and the image of the sectors of education, science, culture and communication information. Our roles in Paris as the representatives, all these projects somehow have to be brought out to the executive board or UNESCO meetings. Please be aware that Indonesia is now very active and some UNESCO’s organs. We have to associate our projects with those seven organs. My role is to bridge the interest and the activity in Indonesia and with what is going on in Paris. We want to make sure, that the institutions work in Indonesia is also relating to UNESCO’s institutions and other Member states. I hope that we can these projects together and finally we can achieve the success.

Prof. Hubert Gijzen; gives final remark of the day. Participants are able to achieve the objectives of the workshop in a short time given. Essentially, this is the first workshop, and I propose that we have regular workshop every six months, so that we can evaluate what we have done, and identify problems in early stage. I would suggest that tomorrow, participants focus on the decided projects – priorities – on tomorrow’s plenary. We are looking to extrabudgetary as well to organize essential programmes. We are currently working together with Japanese funds in regional level for science, but we will look forward if these can be managed also to help some of these projects in Indonesia. I thank you for your focused discussions.

Prof Arief Rachman, as what is mentioned by Prof Aman, that there is something intangible measurement. I want to emphasize a so-called 5M: morale, mandate, management, manpower and money. Take two actions: socialization within departments and management of potential partners and donors (emphasize on the relations of Academician, Business and Government). He then close the session.
