Labschool, Rawamangun

Jakarta , Indonesia

Ms. Ngo Loan Tanh opens the workshop and greets the participants. She gives an announcement that Mr. Alex got a car accident and would come a bit late. She then asks the participants, due to Internet connection problem, to mark the computer that the Internet connection still works properly, so that makes it easier for the facilitator to identify and help the participants later when getting into practical session that uses the connection.

09.00 – 10.00

Sharing information using Yahoo! Groups

Mr. Hari Prasetyo, iEARN Indonesia

Mr. Hari has sent invitation to all participants of the workshop to join Yahoo! Groups that has been made prior to the session: groups.yahoo.com/hiv_aids_info; they can also send email to join the group to hiv_aids_info@yahoogroups.com . Then he and some other iEARN facilitators assist the participants to accept the invitation to join the group by confirming the approval though their email accounts.

Some computers suddenly experience Internet connection jam, so some participants have to use other computers and some have to work with other participants in one computer.

Ms. Loan wraps up the presentation on how to use Yahoo! Groups and what benefits the participants can get by using Yahoo! Groups. She also challenges the participants to join her Yahoo! Groups on loangroup@yahoogroups.com .

10.00 – 10.30

TESA 129 and HIV & AIDS

Ms. Vera Ersi, Children in Need for Special Protection Programme Team, Plan Indonesia

Ms. Vera starts the presentation by greetings the participants and then she explains the main focus of Plan, which is community empowerment and humanity for children. So, we work also on health, the welfare for mothers and babies, as well as families. We also have education programme and children protection from violence, we create Plan as initiator: Child helpline in Indonesia (Telepon Sahabat Anak – Children’s Best friend hotline) TESA129.

We just joined this Child Helpline International late 2004 after the Tsunami, as we say that a lot of children lost their parents and they needed helps and assistance.  Indonesia is the 60th country that develops child helpline.

This programme also refers to the UN recommendation on children violation that happens in Indonesia. For that reason, Plan creates the mechanism of report by using recent technology that has to be considered. Phone line/helpline should be developed, where children could report violation cases, and could talk to the counselor to ask for helps or advises. TESA 129 was officially launched on 1 December 2006, even though we already had TESA since 2005 in Banda Aceh. Plan works together with some institutions like UNICEF, UNESCO and Ministry of National Education as well as local and international NGOs.

This service if free hotline when children use landline phones that already exist in 4 major cities: Jakarta, Surabaya, Makassar and Banda Aceh. But through times, we will be building more TESA points in other cities or districts. TESA 129 achieves 8 main goals that mainly try to help children with their problems. Whoever that has problems related to children can use TESA129.

Opportunities of TESA129 are that we could improve the hotline that can be accessed by GSM or CDMA. She then shows a picture of a room, where children can get face-to-face consultation in Banda Aceh,

Question and Answer

Mr…., Bandung

When TESA129 can be accessible in Bandung, because there are a lot of cases committed to children violation, which need the attentions.

Anyone, children or parents or anyone who sees or experience the incidents can report cases related to children violation. So far, there is no TESA 129 in Bandung and we need the provincial or city governments to work together to develop the infrastructure. We refer to any NGO who can help hand-in-hand to solve these children violation cases.

Ms. Imel, East Nusa Tenggara

Cases of children violation have spread nation-wide, especially in Jakarta. This is a good job that TESA has been doing so far. What Plan is doing to handle street children?

PLAN has been working on street children problem, and it has been going to process and we have saved a kid in a children trafficking incident. We have commitment not to give money to adult beggars who carry babies or kids.

Mr. Asra, Jakarta

There are a lot of organizations that focus on children issue, why don’t they work hand-in-hand to solve the problem, to make it easier. If they work alone, there could be problems that cannot be solved.

As we previously mentioned that we have been working together with some other institutions to work on very focused issue. Other organizations also do, that is why we work alone on our own field of competence.

Ms. Vera then makes quizzes for the participants and gives them prizes from Plan. She asks questions regarding her previous presentation.

1st team of Labschool, Rawamangun

The title of their presentation is “Protect Ourselves from HIV/AIDS by Ms. Ita and Ms. Yuni. The special purposes of this plan is that students can understand how HIV/AIDS is, to know how the virus infects people, to prevent the infection of the virus, to plan health and responsible sexual life and to be peer counselors for their peers. The target age of the plan is the 1st grade of high school, which will be using about 120 minutes of time in classes’ learning process. We are going to use some aids including flow charts, Internet connection, papers and color markers. The teaching methodology of the plans will include games, presentation and/or speeches, group discussion and walking museum – they make presentation in form of tangible displays, then people will give comments on the displays. The materials that they will be giving are the characteristics of the virus, the infection, youth reproduction health and the virus spread in Indonesia.

2nd team of Al-Izhar, Pondok Labu

Ms Cylvia and Ms. Yanti present the Lesson Plan of HIV/AIDS. We made this lesson plan for two class session in both Biology and English classes. The specific objectives of this plan are to enable students to identify HIV/AIDS, to understand global initiatives, etc. The targets are 25 students aged 15-18 years old. We are going to ask the students to create poster. Students will have student performance (role play), make poster, 3D model and engage group discussions. This plan will be divided into two sessions. Students will be grouped into 6-7 groups based on specific topics. This is a group competition, so the first group who can match correctly wins the competition. At the end of the first session, the group will give summary of the plan. In both sessions, plan will comprise: opening, content/activity and closing. The second session is to assess and evaluate the first session of the plan.

3rd team of SMAN 1, Karawang

The title of the Lesson Plan is “Local and National Response of HIV/AIDS Issue” by Mr. Dwi and Ms…We make both lesson plan (in classes and school) and action plan (collaboration with local authorities). Ms. explains briefly the basic competency, the indicators of the plan, class preparation as well as the learning experience and ICT usage. She further explains the main activities of the plan. The will use performance test and portfolio (paper written test). The supporting media that they are going to use are computer, Internet connection, etc. They use the source or learning materials of www.unaids.org .

Mr. Dwi adds more detail information on the action plan of the socialization of the danger of HIV/AIDS among. The activities that we are going to organize for students are group discussion, trainings for both teachers and students. The goal of this activity is to create the community that care about the spread of HIV/AIDS.

Ms. Mira Fajar sums up the presentation of the three teams and thanks the workshop participants to enthusiastically participate in the entire programmes of the workshop.

Mr. Alex adds comment on the three lesson plans. Probably we have to add another concentration on the lesson plan that is how to give understanding to the students – stigma on those who are already infected with HIV/AIDS – how we treat people who live with the disease. I will be very glad if this point can be added.

Ms. Loan takes the opportunity to thank the participants for their active participation and support what Mr. Alex has said regarding the stigma of the society in how to treat people living with HIV/AIDS. She also mentions that UNESCO Bangkok also has some publicity related to HIV/AIDS issue that is accessible in the organization’s official website: www.unescobkk.org .

16.30 – 17.00

Closing Ceremony

Prof. Dr. Arief. Rachman, M.Pd, Executive Chairman of Indonesian National commission for UNESCO.

I would like to take this opportunity to thank everyone in here and Labschool and all the participants. I want to give some tips how to be professional teachers in this era. You have to have high expectation in life. “You should go to heaven.” Five crucial factors to improve and analyze professionalism: habits, attitude, ethics, knowledge and skills. He then explains further about those five factors.

No discrimination, this is about the stigma about people who live HIV/AIDS. The discrimination is too high. The government does not pay attention to small things. As teachers, we have to be able to keep the privacy of the students. Equity is nowhere, not only HIV/AIDS but there are a lot more other problems.

We have to inspire students. One day I met an HIV/AIDS student. What do you want to be later? I just want to be cured. Trust me, you will be cured and God will take care of you and one day you will be someone. Then that student goes back home with full of inspiration. We have to know that the position of teacher is as the key to peace, success, planning, etc. Inspire your students then innovate them.

In learning we have three laws: law of readiness, exercise and effect. Tips of improving professionalism: build strong leadership, practice good governance, multilevel participation and build “sense of urgency.” He also explains the professionalism road map. Professionalism is a concept it takes process to adopt: build awareness, spark interest, action, evaluation and adoption; professionalism also grows in a healthy environment.

Thank you very much; I hope this is necessary to have this. Please open the CD and learn it further.

I am asked to make a closure to this workshop. We have to start build thing up a programme like this. I believe that more regions need a kind of this seminar. Please disseminate this knowledge to other people. And I will pray for you. Be good to use your money, build synergy relationship. Thank you very much and by saying, “Alhamdulillah, I close this workshop.

Ms. Ira mention that two participants from Papua and Pekanbaru will symbolically receive certificates from the organizers; Prof. Dr. Arief Rachman, M.Pd and Mr. Alex give the certificates.

Ms. Loan, Mr. Alex and Ms. Mira are asked to receive souvenirs from the organizers.

National Workshop on Using ICT as a Tool to Get Updated Information about HIV & AIDS – Day 2

Jakarta , 1-3 February 2008

Rapporteur: Mohammad Reiza

Day 2

Saturday, 2 February 2008

Labschool, Rawamangun

Jakarta , Indonesia

Mr. Suparno, Vice Principle of Labschool Jakarta, opens the Workshop today that is held in computer laboratory in the second floor of Labschool.

09.00 – 10.15

Overview of the HIV Epidemic

Ms. Mira Fajar, UNESCO Jakarta

Ms. Mira Fajar greets the workshop participants and start the presentation on “Rencana Aksi National (RAN) Penanggulangan HIV dan AIDS 2007 – 2010.“ (National Action Plan HIV and AIDS Prevention 2007-2010) adopted by the Commission of AIDS Prevention. I would like to give the general pictures of the current condition in Indonesia.

This issue of HIV/AIDS is directly under the responsibility of Indonesian President, with the First Lady as the Goodwill Ambassador. This issue has been prioritized sine year 2006. The first time the Strategy of AIDS Prevention was made in 1994 in Indonesia under the supervision of the Ministry of Coordination for People’s Welfares.

We later talk about further the available budget regarding this issue. It has been going along 20 years since 1987; found new cases of AIDS and cumulative cases rises since the first time it was known. She explains further the spread of HIV/AIDS among sex workers in Indonesia that stimulates the increase of the epidemics within the country. Not only that, drug users also play imperative roles of the HIV/AIDS spread as well as sex workers (male and female). She then shows the increase of different epidemics level nation wide. Indonesia in general is concentrated epidemics; while Papua is the generalized epidemics.

Next, she illustrates a curve charts regarding the trend of HIV/AIDS epidemics that will always increase. An epidemic is influenced also by behavioral change issue. Another trend, whose data is taken in Papua. That shows Indonesian young people experienced their first sex before they get 15 years old, this study was based on age range and gender. This behavior increases the risk of getting infected by HIV/AIDS. Another trend shows that young people have more partners, which also actually increases the risk.

Furthermore, she explains about the percentage of the consistency of using condom among sex workers. The percentage number is surprisingly low that the expectation. Indonesian Central Statistics Bureau provides the data. She then explains the percentage of the risky behavior among injection drug users. The indicators that affect that numbers are: sharing needles, sharing drugs in one and always using condoms when having sex with sex workers. This data is taken from 2002-2004.

It is now known as a strategy to reduce the impact of the spread of HIV/AIDS called mitigation programme.

Now, I would like to take the chance to the response taken by the government to handle this issue of HIV/AIDS. There are already 800 projects of HIV/AIDS prevention and other services like clinics to give HIV/AIDS test, as well as therapy of methadone rehabs. The government also provides 68 clinics that take care of Sexual Disease Infection.

She then explains the distribution area of 4 International Donors in Indonesia (GF-ATM, USAID, AUSAID and DFID). They work together with the government of Indonesia with the coordination of Ministry of Heath and the National Commission of AIDS Prevention.

Ms. Mira then shows the diagram regarding the Estimation of Population Number and the Coverage in 2006. Another chart she shows is the escalation programme – scale up (Presidential Decree 75/2006: more intensive, thorough, integrated and coordinated). The purpose of this programme is the prevent infection of new HIV up to 50% by 2010. This is too optimistic. This National Action Plan is concentrated on the population with most risk, she illustrates this by showing pie chart: nine biggest population proportions of adults with HIV. Another diagram is the estimation of the new infection proportion. She also shows the priorities on provinces with big number of high-risk population. She shows the Estimation of High-Risk Population Priorities in tables.

She also explains the Programme Framework of the National Action Plan, which develops the national policy, prevention programme, treatment, support and recovery programme and mitigation programme. She also gives practical examples in school that can be done by teachers – the workshop participants. Another point is the supporting programme to the National Action Plan. She also explains the budget estimation for these programmes for 2007-2010, which actually receives less government financial support than the expected. This budget is far lower than international supports.

Finally, she suggests the participant starting the action to prevent the spread of HIV/AIDS.

Question and Answer

Mr. Darwoto, SMA Diponegoro, Jakarta

Regarding the age group that experiences their first sex, which is 15 years old. According to social reality, the trend changes. Based on research in Bandung, in 1970s young people experience their first sex in their high school age but now, it shifts to their junior high school age. Hope this can be consideration.

Ms. Mira answers that this is the fact and this is not easy to handle. When this age range goes down to experience their first sex.

Mr…., Bandung

Why in Papua not in Jakarta or Bali, most of the studies were taken? I think this is not in Bandung only but nation wide in Indonesia. Nowadays, some countries promote campaign “I am proud virgin.” The campaign of using condom is actually another way to legalize free sex.

Ms. Mira responses to the issue of condom; this is done only in high-risk population, not in general population, so this is not about to legalize free sex to the society. It is also related to sex services by sex workers. Condom is about to do safer sex with consideration. One way to prevent this is to balance the education on high-risk population and the education on early age prevention. By this workshop, we hope that you can help your students to understand about this issue better, as we will be providing practical equipments. We focus on Papua, is because it is their local or custom belief that when people have more sex, they will be more fertile. That is why the prevention in Papua is more specific.

10-15 – 10.45

Presentation of DAKU (Dunia Remaja Ku serU)

Yayasan Pelita Ilmu (YPI)

“Pemanfaatan ICT Dalam Pendidikan Kespro dan HIV/AIDS Pengalaman Program DAKU.” “The Use of ICT in Health Reproduction Education and HIV/AIDS and the Experience of DAKU Program.”

Mr. Usep Solehuddin starts his presentation by showing presentation slides, starting from the program of DAKU then the Advantage of DAKU! This programme involves young people and teachers to formulate the manual supported by UNESCO Jakarta and the Ministry of National Education.

He then explains the classification of the TIK-base learning based on Sloan Study 2005. The types of the learning are traditional; web facilitated, blended/hybrid and online learning. He also explains the tables of the Effectiveness of the Learning Situation to achieve learning purposes: to get knowledge, to solve problems, to change mindset or behavior, interpersonal skills, and to nourish knowledge.

DAKU! approach that is based on three things for youths. He also explains the transition consequence from children to adults. DAKU! also uses right-base approach, which is to see youth form a positive point of view. He then shows the diagram regarding communication of behavioral change. DAKU is more or less the same as learning process in classes that uses learning methodology; he the gives examples of cases involving young people–students. He describes the learning materials of DAKU! that cover self understanding, social issue, sexual health, future, peer and society relations; at the end the students are encourage to organize an exhibition. He finally shows the diagram of the web-base learning process. He also explains creative methods as well as the criteria of being DAKU! facilitators. He mentions that conventional roles of teachers should be changed, as well as the experiences of YPI.

He also shows some pictures of the activities of DAKU! that include students skits, exhibitions, discussion and presentation. He also explains the difficulties of this programme that arise in some schools. This is also regarding the school networks that have been maintaining cooperation with YPI. He then mentions the future issues of DAKU! that relates the programmes of guidance and counseling section in schools; to include DAKU! programme by using simulation or to include in extracurricular activities. Another difficulty arising is the computer laboratory facility in some schools that may not provide enough computer units for the students. He then shows the website of DAKU! He asks the participants to open DAKU! link in their computer. Some facilitators assist the participant to open it and to have a look at the programme from their computers. He guides the participants how to operate the features of DAKU!

Ms. Hasnah asks him about how long it will take to organize training if a school wants to invite them to present DAKU! programme. It may take about one week, to train how to create the programme and to use it in the field. If this part is covered, they can go directly to the field practice.

UNESCO HIV/AIDS Clearinghouse and its online resource

Ms. Ngo Thanh Loan, UNESCO Bangkok

Ms. Loan greets the participants and still encourages the participants to proceed though we are having Internet connection problems. I would like to share about my presentation and what I am going to focus on. I used to teach Biology, specifically in Ecology in a university in Ho Chi Minh city, then I came to apply for a Master programme in early 90s. What matters is that we keep learning and never stop asking.

Clearinghouse is like an information center on HIV/AIDS relating issues. The outline of my presentation is the issues related to HIV/AIDS information, UNESCO Bangkok’s mission, Possible Information-based Responses and UNESCO Clearinghouse and its online resources.

She explains the topic by using PowerPoint presentation slides. The issues related in Asia are lack of communication, lack of information which can have strong impact on behavior changes, and lack of information on areas not covered by existing HIV & AIDS intervention programmes, lack of adequate ICT infrastructures, lack of appropriate information in local languages and lack of access to accurate HIV and AIDS information. I realized that the issue of ICT infrastructures in most universities that are not adequate.

Information accuracy is very significant in this issue. Possible information-based response: information and networking competence, that covers knowledge of resources available, know how to get it, selection/evaluation of information. Use it effectively and communication. From the presentation of this workshop, I have learned a lot. She then mentions the UNESCO Bangkok’s mission; it is just like what we are all doing in here now. She further mentions the services of clearinghouse; one of them is to provide information and literature search and printed documents upon request, produce information alert services such as calendar of event, bimonthly clearing house updates and promote to use of information and knowledge sharing (through operating a listserv).

She continues explaining the user’s profiles and what we collect that include content coverage and target users. He greets the participants and thanks God the Almighty for the possibility of having this workshop. I am here not to represent Indonesian National Commission but to represent Pak Baidowi, Directorate General PMPTK. This gathering is important. We have been participating some workshops. We have the mandate from God, that learning never stops, what we use – the equipments. I would also like to thank Ms. Hasnah, Mr. Alex, Ms. Mira and Ms Loan. If we don’t have people like you, we may become irresponsible people. Then, I also thank Ms. Lia as the represent of Labschool to allow us to use the facilities in Labschool.

I remember when World War 2 ended, Hirohito asked the nation, how many teachers we have left. The same thing I did when Tsunami hit Banda Aceh. The fourth day before Tsunami I was there and I asked the same question. The answer was that 32 teachers left in Junior High School 1. Your presence is big opportunities because you are the last warriors. When Ms. Hasnah, Ms. Mira and Mr. Alex came to me, the first thing I asked if the money is available. I hope the friendship among you should be there. Only because of friendship we have spirit. I wish you good luck. I thank you everyone. The lesson that we learn in here will be used for students. Will the action plan that we will be using be included in school subject of Religion, Biology or what? Suggestion: teachers of guidance and counseling subject, cooperating with Biology teachers, can give information service.

Ms. Hasnah
HIV/AIDS is integrated, so not included in particular school subject, to facilitate the schoolteachers to give HIV/AIDS subject to the students.

The easiest way to access information is through the Internet.

Ms. Mira, UNESCO Jakarta
I would like to response to previous suggestion, ideally, the information service on HIV/AIDS is taken care by teachers of guidance and counseling, but it is more important that every teacher is given HIV/AIDS information or knowledge. The facility of ICT – the Internet, is fast and easy to get access to information on HIV/AIDS. I hope that participants of this workshop can share the knowledge from this workshop with other teachers and even better to share with another school. We want to maximize the use of the existing facilities. Next, about this programme, which is actually the mainstream of education sector that is concerned about HIV/AIDS. Tomorrow, we can see further about the epidemics of HIV/AIDS in Indonesia by December 2007. I hope that the result of this workshop will be sustainable. I hope that your participation in the next two days will be motivation and inspiration for other teachers back in your society.
